The 2nd Speaking part on "Public Service Announcement" was NOT sampled (or taken from a movie), but was spoken by the Track's producer, Just Blaze (who by the way did the 1st speaking part as well). Like you, i had NO idea (prior to today) that Just bllaze contributed vocals to "Public Service Announcement". You'll find this information in Jay-Z's new book, "Decoded" on pages 28 & 29.

I Love the way that Jay-Zand/or Just Blaze sampled the piano and Organ melodies from "Little Boy Blues". Even though "Public Service Annoucement" does NOT have a hook/chorus, it's still a pretty good rap song, in my opinion.
