I think it's an actual (African?) language rather than jibberish though.

Sounds like it could be a tribal chant of some kind, African, Mauri, Hawaiian perhaps?

Agreed... I was gonna put un-understandable vocal (what's the right word? incomprehensable?) But even that isn't right, someone will understand this language, but it ain't gonna be me

Samples such as these are always flooding "house kit sample CD's" they just grab anything really and make it theirs never giving credit for usage. Nice find though... .
