It was released everywhere else in the German language though, to varying degrees of success.

The English version, to the best of my knowledge, was the single release for the UK as (allegedly) the british record market execs refused to have the original German one in the UK charts. So it is actually the same track, but technically it would be classified like a remix from the same artist.

I am afraid to submit '99 Red Balloons' as a cover '99 Luftballons', as they both appears on the English album '99 Luftballons', but the German version also appears on the original German album '99 Luftballons'. In this case, does the "no samples/covers from the same album" rule still apply or not?
